新华社消息：The CIA has used a memo drafted by the Justice Department to secretly transport as many as a dozen detainees out of Iraq in the last six months, a practice that experts say contravenes the Geneva Convention, The Washington Post reported Sunday.

The CIA, which requested the confidential memo, has concealed the detainees from the International Committee of the Red Cross and other authorities, the Post quoted officials familiar with the operation as saying.

Contravene表示“违反；抵触；反驳”，例如：Don't do whatever may contravene the law of the country.（任何可能触犯国家法律的事都不能干。）

2004年3月19日，美国司法部法律顾问办公室的备忘录称，中央情报局可以将伊拉克籍外国的囚犯转移到伊拉克境外进行“短期但并非无限期”的审讯，对于那些已经断定是非法入境的外国人的囚犯，则可以永久性地转移到伊拉克以外的地区。
